My son has a Dell Inspiron 1000
When he turns on the computer: This is what happens.
Windows Blue Screen pops up says windows has shut down due to unmountable boot volume

Any suggestions?

Probably the Hard drive crash. Usually it takes previous crashes for the hard drive be totally unworkable.
Did you have previous similar issues.
Also the Windows O.S. could have been lost the Master boot record.
Try to reinstall the O.S. again if you don't concern with the current data loss at the hard drive today.
If doesn't work it will confirm that the HD must be replaced.
HD are pretty cheap so I guess with less than 100.00 you're able to replace for a HD bigger and faster than you current have been using.

He didn't have any problems prior. Needs to get a new cord. However went to turn it on and what I listed popped up. He can't get past that page to do anything! Of course we don't know anything about computers.

You could download Ultimate Boot CD (http://www.ultimatebootcd.com/ ) and try to recover that way. Good luck.

Put in a Windows XP Cd.
Boot to the CD.
When you get to your options, choose recovery console.
It will ask you what Windows installation you want to log into. (There is usually only 1)
Type the corresponding number and hit enter.
If you have set an administrator password, it will ask for it.
If not, you will be a C:\ prompt (if i recall correctly)
At this point, type in:

fixboot c:

When it is done, reboot.

Works 99% of the time.
